PASCO COUNTY, Fla. — A former daycare owner is facing charges over licensing, but nanny cam video from inside the daycare has some parents questioning why the owner never faced charges of abuse.

They say you can see the owner of the daycare, Kristen Delaney, hitting one child in the head.

In another clip you see Delaney's mother, Gayle Ewing, yelling at one child and hitting another with a juice bottle.

Neither one was ever charged with abuse.

“It’s disheartening every day when my daughter acts out or I talk to the other parents,” said Jessica Myers.

Myers, whose daughter went to the daycare, is still looking for justice.

“I thought we had a pretty open and closed case,” she said.

She never stopped pushing the issue and Delaney is now charged with a misdemeanor for operating a daycare without a license.

Myers says Delaney deserves much more, but this is a start.

“If I can help save one child from going through what these children went through, then I’ll do it. I’m not going to stop,” she said.

Delaney’s estranged husband gave the nanny cam videos to parents.

Two years ago the Department of Children and Families investigating the daycare and found Delaney didn’t have a license but didn’t take action because the business was already closed.

Delaney left her arraignment today without saying a word.
