Deputies in Hillsborough County responded to a report of a man who intentionally exposed himself to juveniles at a swimming pool in Plant City on Monday afternoon.

When deputies arrived on scene they spoke to the kids (both under 16-years-old) who told them that the man exposed his genitals to them while watching them swim in the pool.

Steve Randall O'Neal, 64, was observed walking away from an apartment complex and he matched the description of the subject who reportedly exposed himself to the children. O'Neal was walking directly in front of Rowena Mays Park, away from the apartment complex, when deputies detained him.

Deputies found a clear glass pipe with residue and metal material inside one end of the pipe. A clear plastic bag containing approximately 6 white crystal rocks was found on top of O'Neal's shoes. Deputies tested the crystal rock and glass pipe, which were positive for cocaine.

O'Neal admitted to deputies that he purchased $150 worth of crack cocaine because he wanted to "taste it again before he got too old."

O'Neal was charged with 1 count of lewd and lascivious behavior exhibition to a victim less than 16 years of age, 1 count of drug equipment possession and 1 count of cocaine possession.
