SEMINOLE, Fla. — A man in Seminole was arrested on Wednesday for animal cruelty after he was seen dragging his dog and refusing to give it water, according to arrest records.
Deputies responded to the Seminole Community Library around 3 p.m. and found 24-year-old Kevin Duggan with his small dog, Molly. Deputies say it was around 93 degrees outside, with a heat index of 100 degrees, and the dog was panting heavily.

When deputies offered to give the man water for his dog he said the dog didn't need water, "because she was from Jerusalem," according to records. Duggan left with the dog, but was seen a short time later.
Around 4:30 p.m., deputies were called because Duggan was seen dragging his dog behind him, according to records. The caller offered Duggan water and he drank some, but records say he didn't give any to the dog.
Deputies responded and say the dog was unable to stand on her own. Duggan was arrested for animal cruelty.
It's unknown at this time what happened to the dog.
