Jarran Riley, 34, was found stopped on Lakeview Road near South Missouri Avenue around 8 a.m. on Friday. It took the responding officer five minutes to wake him up, according to the records.
Riley's vehicle was in drive but was stopped because he had his foot on the brake, records state. A 5-year-old child was in the backseat.
If he had let his foot off the brake, police say the vehicle would have rolled into oncoming traffic. Police say traffic on Lakeview was heavy and other drivers were forced to stop to move around Riley's vehicle.
He told police after his arrest he smoked marijuana about an hour prior to the incident, according to the records.
He was arrested and charged with neglect of a child without great bodily harm, possession of marijuana and driving with a suspended license.
