Deputies say the man on the scooter was going southbound in the southbound lane of E. 19th Street when he entered the intersection and crossed into Valladarez's path.

Valladarez hit the scooter then continued west, crossing the median into the westbound lanes. He came to a final stop along the south curb of eastbound W. Fletcher Avenue facing west, according to the sheriff's office.

The unidentified victim died at the scene, deputies say. Valladarez consented to a blood draw and breath test before being arrested.
