Beginning before sunrise Monday, the high winds and heavy rain from Tropical Storm Colin have caused sweeping power outages for customers across the Bay Area.
Numbers grew as the morning went on, peaking around 20,000 in the early afternoon. At time of publishing, the numbers were beginning to go down as crews worked to restore power.
