It happened around 11:00 a.m., when the boy, on his bicycle, told the driver, Raymond Raftery, that the car's tire was low and needed air.

Raftery pulled up to an air pump at the station at 4890 22 Ave. S. and got out of the car.  The boy ditched his bike, jumped in the car and drove away.

Raftery was not injured.

A St. Petersburg police detective recognized the boy, and he was arrested Monday afternoon and charged with grand theft motor vehicle.

The boy has been arrested more than 20 times.
