BREAKING: Winter Haven Police have taken 14 year-old Rosel Stephene into custody after a tip was received Thursday night.

Detectives in Winter Haven are searching for a 14-year-old boy they are calling armed and dangerous.
Rosel Stephene is accused of firing off shots Monday night at an apartment in Winter Haven with a young child inside.
Nobody was hurt.
But it's definitely not Stephene's first run in with the law. He's been arrested at least 13 times and has nine felony convictions.
It started at age 11 when he stole a car. Other crimes include fraud, robbery, and burglary.
"We need to get him off the streets and we need to get him off the streets very quickly," said Jamie Brown with Winter Haven Police.
Brown said Stephene needs help, jail time, or maybe both.
The kid's mother is in the picture but ABC Action News is told detectives have not been able to speak with her.
"Now a days, it doesn't surprise me, It really doesn't," said Jamie Lowery, who lives a few apartments down from where the shooting occurred Monday.
Lowery is a mother of two young girls who usually are playing outside.
"They haven't been outside since it happened. I'm just scared to bring them out," she said.
Calling a 14-year-old armed and dangerous is a rare occurrence, but when you examine his history and latest alleged outburst, there's no telling what's next.
"It's obvious that somebody has failed him somewhere down the road," said Brown.
