Stefan Nakic moved to the United States in 2014 with hopes of playing high school basketball.
He eventually wanted a college scholarship.
"I wanted a college degree. I wanted to be a full person, I didn't want to be a half a person," Nakic said.
He said he found himself living in poor conditions due to a Georgia organization that brought him to the United States. Authorities said other teen athletes were also recruited into the program.
Nackic eventually found himself living with Lora Donley in Polk County while he finished school.
"He had seemed a bit down lately," Donley said.
Donley made some calls to Serbia and organized a surprise trip for Stefan's mom and brother to visit the United States. He saw his family for the first time in a year and a half on Wednesday evening.
"I was so happy I couldn't even express my feelings," Nakic said.
The family plans to visit theme parks and spend lots of time together.
Nakic said he will graduate from Lake Whales High School this spring. He plans to attend college.
