Sex offender arrested for indecent exposure at school bus stop in front of 12-year-old student

Report: Suspect wanted "excitement of being seen"

On Monday afternoon, 29-year-old Justin Duggan was arrested for lewd and lascivious exhibition. Pinellas County detectives said Duggan exposed himself to a child at the school bus stop on Gulf Boulevard.

Duggan is a convicted sex offender out of Oklahoma. According to the FDLE Sex Offender Registry, he was arrested there in 2015 for indecent exposure. 

According to the sheriff’s office report, “detectives say the boy was waiting for his bus to pick him up for school, when he observed a male subject sitting on a park bench across the street. The subject had his pants down around his ankles and he was performing an inappropriate sexual act while exposing himself. The victim immediately contacted a family member and the male subject fled from the scene. The suspect never had physical contact with the victim.”

Detectives said they used “various investigative techniques and the use of a computer generated composite sketch of the man, detectives were able to identify the suspect as, 29-year-old Justin R. Duggan.”

Tourists visiting Madiera Beach were shocked.

“You have to always be aware and have your kids aware that kind of thing,” Kari Fletcher said.

Duggan is being held at the Pinellas County Jail.
