The Largo Police Department's Traffic Homicide Investigators were alerted to a report of a person down near 16080 US Highway 19 North. Officers arrived at the scene to find Vilayphone Sinnavong, a 34-year-old female, deceased with injuries consistent with a vehicle crash.
Sinnavong was located in the southbound breakdown lane of US 19 near the overpass of East Bay Drive. Police believe she may have had mental health issues. Sinnavong was walking in the roadway wearing a dark garbage bag as clothing before she was hit.
A report was filed by the driver, who told officers they struck an unknown object on the roadway. Alcohol hasn't appeared to be a factor in the crash.
Action Air 1 flew over the scene early this morning around 6:30 a.m. Wednesday. Traffic was backed up for miles on the US 19 Frontage Road.
The driver is being fully cooperative in the ongoing investigation.
