Manatee could be downlisted to threatened

U.S. Fish and Wildlife Service is proposing that the West Indian manatee be downlisted from endangered to threatened -- thanks to improvements in its population and habitat conditions. 
The proposal will not affect federal protections currently in place by the Endangered Species Act, according to the USFWS.
The manatee also remains protected under the Marine Mammal Protection Act.
