TAMPA - Bakari Parks turned himself into the Hillsborough County Jail after Tampa Police detectives identified him as the suspect responsible for shooting a four-year-old child.
Parks, 23, was arrested late Monday night.
Police said he fired a gun during an argument with another person on Monday morning.
The stray bullet hit a 4-year-old boy right around the corner from four schools including Just and Dunbar Elementary. Those schools were on mandatory lockdown just after 11 a.m. for more than an hour.
"They were 250 yards away. You know it took her time to even figure out what had happened,” said Tampa Police Chief Jane Castor.
Bertha Russell drove over to pick up her 6-year-old grandson from school. "I just feel for the mother and the child. So, I hope they'll be alright," she said. "I got scared because my grandson goes to Just Elementary.”
The boy was released from the hospital, and is recovering at home.
