Man admits to beating victim with dog chain in Pinellas attack, says ethnic comments angered him

ST. PETERSBURG, Fla. - A man caught on surveillance video beating a 61-year-old with a dog chain last month turned himself in Wednesday night.

Phosy Kongmanichanh, 29, was taken into custody after he met with investigators at the Sheriff's department and confessed to the Dec. 12 attack.

Kongmanichanh said he did it because the victim, James Federighi, made derogatory ethnic comments toward him.

The suspect was riding on his scooter at 3550 58 th Ave N. in Lealman when a verbal confrontation ensued.   Kongmanichanh got off his scooter, pulled out a chain and began striking Federighi. The victim fell to the ground, but Kongmanichanh continued to hit him with the chain.

Federighi sustained serious fractural injuries to the head. He was taken to the hospital The suspect fled the scene and shortly after the crime, authorities released surveillance footage to the media. Detectives say they received several tips that assisted with the identification of the suspect.

The suspect came to the authorities and after his interview, he was arrested for aggravated battery.
