Yashica Clemmons is the mother of Dominique Battle, one of the teens who died in the crash. She issued a statement at Tuesday's news conference detailing the intent to take legal action against Pinellas authorities.
The case will likely be a wrongful death civil suit, but her attorney gave no timetable.
