74-year-old grandmother arrested in Clearwater for murder

CLEARWATER, FL -- A 74-year-old grandmother is under arrest in Cleartwater for murder. 

Investigators say Shirley Skinner shot and killed her granddaughter's estranged husband last year in Illinois.

Detectives with the Pinellas County Sheriff's office and investigators with the Illinois State Police worked together to arrest Skinner on Monday.

Steven Watkins was shot in the back of the head in November 2008 when he went to pick up his daughter at a house in Ashland, Illinois.

He was the estrnaged husband of Skinner's granddaughter, Jennifer Watkins.

According to investigators, Skinner, her granddaughter Jennifer and her great-granddaughter lived in a home in Seminole, FL. Parked outside: a car with Illinois plates.

Skinner was arrested without incident around 5:00 p.m. Monday as she and other family members were leaving a Clearwater restaurant.

"I would never have guessed it. She's completely nice. That's creepy," said a waitress who works at the restaurant.

Skinner was with her granddaughter Jennifer, her great-granddaughter, Sidney Watkins and her grandson, Joshua Webster when she was arrested.

She's being held at the Pinellas County Jail on $5 million bond.

A hearing is set for later Tuesday to begin extradition proceedings.

Skinner's lawyer, Dan Fultz, says she won't challenge being returned to Illinois.
