A Tampa man turned himself into the Orient Road jail in Hillsborough County on Friday to face charges of child abuse. Police said John Paul Miller "fully confessed" to allegations that he abused his 8-year-old son.
After receiving an anonymous tip, police said, they investigated an apartment home on Coral Bay Road in Tampa to find the boy with bruises covering his backside and legs. Police said the marks were consistent with a belt or electrical cord.
A sibling living in the home told police her brother had been released from being chained to a table only minutes before their arrival on June 17, according to arrest reports.
ABC Action News spoke with a neighbor of Miller. She asked to remain anonymous but said, "The truth is, I have 3 kids, and if I'd heard anything, I would have broken the door down myself. And to think kids were going through that so close, it's heartbreaking, absolutely heartbreaking."
Tampa police said they believe the abuse has occurred more than once, and the investigation is still ongoing.
The boy and his three siblings were removed from the home on June 17 and are now in the custody of the Department of Children and Families. Police said the siblings did not appear to be hurt. DCF said they have responded to calls about this same family in the past.
Miller is expected to make his first court appearance Saturday.
