TAMPA - Tampa Police say a man walked up to an officer stopped at a traffic light and confessed to murder.
About 9:45 p.m. Saturday night a Tampa Police officer was stopped at a traffic light at Fowler Ave and N 15th Street when 49-year old Carlos Rivas walked up to his patrol car.
Rivas told the officer that that he had killed someone at the University Oakwood Apartments.
Officers responded to an apartment at 1254 E 113th Avenue and found a man inside the unit who appeared to have been murdered. The victim has not been identified.
The investigation is continuing.

Deveante Bell, 19, is charged with the death of Yellow Cab driver John Dooley on Sunday evening. Dooley, 56, was found in his cab in the driveway of an abandoned house.
