MOON LAKE, Fla. - Officials with the Pasco County Sheriff's Office say they are working with the State Attorney's office to determine whether or not any criminal charges should be filed against Shannon Garza.
Garza is the mother of three-year-old twins killed in a mobile home fire November 12 in Moon Lake.
According to reports from the sheriff's office, Garza blames the kids for starting the fire.
Michael Shaver admits he didn't have much contact with little Micah and Miah Garza. But he says he was their father and he wants answers as to how they died.
"I just don't understand it. I'm beside myself," said Shaver.
According to reports, the twins' mother told investigators the kids were watching a DVD the morning of November 12 inside their trailer.
About 15 minutes later, she found them in another room where she believes they started a small mattress fire with a torch lighter taken from her purse.
The report says Garza told authorities she tried to put out the fire by pouring some Coke out of a can on the flames. Then she tried to push the burning mattress out a door.
But the mattress got stuck and the fire quickly spread.
According to the report, Garza lost track of Micah and Miah, who remained trapped inside while she got out.
Garza, who suffered minor burns on her hands, told investigators she and a neighbor tried to go back in for the twins, but the smoke was too thick and the fire too hot.
"How do you leave your kids burning in a home? How do you walk outside, acknowledging they are in the home and walk outside to get a garden hose? That just doesn't make any sense to me. What parent does that?" asked Shaver.
Also disturbing to Shaver, a line in the report that says Garza was slurring her words and "appeared to be under the influence of some sort of substance."
Investigators did find a crack pipe in the remnants of Garza's burned-down mobile home.
We were not able to track down the twins' mother, but we did talk with the Department of Children and Family Services. They acknowledged an extensive history of investigations involving Shannon and her children in the past. But they too are waiting to see if any criminal charges are filed.
