Police say mother, father made daughter run without water, kept baby in closet

TEMPLE TERRACE, Fla. - Temple Terrace authorities say a mother and father were arrested after they abused their 10-year-old daughter and 6-month-old baby.  Frustrated by the abuse, the daughter started a fire, according to a police statement.

The parents are identified as Joseph Frederick, 33, and Suzanne Frederick, 31. They were arrested early Wednesday morning.

The girl was found wandering around the Doral Oaks Apartment complex parking lot.  After her parents came to get her they were questioned by police, who determined they were abusing their children.

According to the police report, "Abuse and neglect were physical punishment, like making child run continuously for an hour without water, and making child standing on 1 foot while holding a weight, and then switching to other foot for long periods of time."

The girl had no bed and the baby was kept in a closet.  The girl, out of frustration, started a fire, which the parents did not report.

A roommate, who is a registered nurse, was also arrested for lying to police. He's identified as Richard Queensberry, 33.

The parents are charged with child abuse and failure to report a fire and were jailed without bond, according to records.

The children were placed in the care of the Department of Children and Families.
